The bookies don't get the results of sporting tables wrong too often (Leicester !). They're really only interested in the likely winners from a group. Clearly, below Toronto and Widnes, they're not that interested. It's a guesstimate from position 3 down of the likelihood of winning the league - not of likely finishing positions.
FWIW, I don't think they've got the odds that wrong. How many people will back York at 20/1 ? Not many, I'd reckon, while Bradford would attract a fair amount of cash if they were priced at 20/1. Therefore their odds need to be shorter, even though the bookies probably don't give Bulls much more chance of promotion than York. The poor betting industry has to try to eke out a living, after all !
