This is nothing more than a starter. Something big and very ugly is in the pipeline. I suspect it will come around September 2017 (for a variety of reasons the US invariably chooses September as the starting month for major military campaigns). That said, I think the Russian move into Syria took a few people by surprise and the countdown could conceivably be pushed forward.
9/11 was the starting pistol for a major rewrite of laws governing civil liberties, incarceration, warrantless surveillance etc. in all Western nations. Moreover, huge sums of money have been invested in internal security specifically in the field domestic counter-insurgency.
Roughly translated - they are gearing up for the kind of civil disturbance which is the product of a major (and very unpopular) war (I also suspect we are heading for yet another economic shock - but that's another issue entirely).
Right now just about everyone in the West is thoroughly sick of war and so in order to make this plan work they are going to have to pull an ISIS rabbit out of a hat and scare the bejeezus out of everybody.
You'll know it's coming maybe two or three months in advance when leaks appear in the media about governments or major international corporations reporting staggering financial losses or gross and inexplicable misappropriation of funds. Such stories are a smokescreen for the real purpose of said funds. Major false flag operations are highly complex and insanely expensive to run. Huge quantities of cash are required to grease the skids in advance so that all obstacles to the success of the plan are removed beforehand. Payoffs to the major players both domestically and in client states. Myriad bribes to elected officials, foreign politicians, local warlords, drug-traffickers etc. Then there are the operational expenses of those agents involved in the plot (at whatever level). We're talking big, big money here. Not the kind of thing which you want putting through the yearly accounts.
