It's a non story.

No-one will be obliged to have a drink and then get behind the wheel of a car. And the law is there to deal with those who do.

but the temptation to have a couple...

Sod the temptation. It's about individual responsibility.

I have a car that can do 170mph. The temptation to drive fast is always there. But I also know that doing anywhere near this type of speed in the UK is going to land me in seriously hot water.
