Nobody mentioned "all".
It's down to freedom and an individual being able to be as much of a success as they can be in their chosen industry, by moving to where the best jobs are.
It's a stupid comment because you can't fully fulfil and exploit a persons talent if there isn't the job or resources for them to do so. Prosperity is driven more by government policy, economics, entrepreneurs etc. A highly-skilled person could utterly waste their talent & their earning potential, all because someone simplistically thinks that a country keeping their best talent automatically makes that country better. They'd just sit there & rot.
