Very effective on a cold winters day. Apparently. I'm begining to warm to Boris. Why block off entire areas by kettling, and inconveniencing many innocent people, when you can simply hose down the guilty parties, and arrest anyone later who doesn't have a reasonable explanation for being soaking wet! Given that most of the Rent a Crowd lot who turn up at these Events look desperately in need of a good soak, this could be viewed as a very charitable act.....

The man is an onanist who has shoved our transport costs up by far above inflation since he became mayor, and who lied about there being no Tube ticket office closures on his watch.
