With the game having gone professional a generation of players ago now, players today (at the top level) are arguably fitter and faster than their predecessors, the refs need to be the same.
Referees do seem to be getting younger than what the old school refs used to be, Are some of the better young ones been fast tracked up as they theoretically with a decent fitness regime will be able to keep up with play.
Having a top level of theory knowledge is obviously essential, but experience only comes with time
