As we all know, better use and more profit could be made if the facilities were managed even half decently. Over priced beer and poor quality and even more over priced food do not help.

plus office space etc not used enough, i am sure if finished the annex it would be rented out as soon as finished. plus why never sold naming rights to stands n ground etc. poor managment in my opinion.

Spot on, sadly Councils do not run like a business so don't think that way, certainly Calderdale don't!
Commeth the day the Shay will one day asset transfer over to a independent Stadium Company not run by both clubs but both having a Board representative. I think this will be the best way the Shay will prosper one day hopefully give it time.
A small rent rise is fair enough but there are other sources of money if they did it right like you say sell naming rights on the stands!

Obviously any rent rise wouldnt come in to effect until the current contract runs out right?
