Note - £1m = around 10000 adult season tickets, after deducting VATEven in our division, one team is losing huge wedges every year for a modest return in silverware. What's their strategy ?

I accept the finance part but you still offer no alternative to P&R other than keeping the existing Franchising system I assume which is you must admit doing the game a lot of harm and has split the game in two SL and the rest!
I think a SL with 12 in it and a 12 team part time Championship with more money from the RFL (like money from any TV deal for the Championship and a slice of the RFL sponsorship money) a bigger salary cap, about double what it is now,to allow the more ambitious clubs and those coming down from SL to be more ready if they get promoted with the relegated SL club allowed a slightly higher salary cap say 15 or 20% for 1 season only. The Championship needs to finish earlier too to allow the promoted club more time to sign players for SL.
Oh and I would reduce the amount a sugar daddy can invest in a club to say 33% max per season.
