Just so happens Leigh were relegated and got the agreed payment. If Catalans had gone down I doubt 1 person would have had an objection.
Fact of the matter is at the time of the meeting Championship clubs weren't involved in the discussions, just as this year Leigh & Derek aren't involved in SL meetings.
This concern has been raised by a club with no aspirations of SL, no ground to call home and barely a team on the park.
(Well we've all been close to the edge at some point.)

If true, it had nothing to do with the SL clubs wanting Leigh in SL, more to do with SL clubs wanting Catalans in SL.
If it was Catalans, I think there would be even more people, certainly from the terraces objecting as we all know the Cats and Co are the Darlings of rugby league with another addition or two to follow.
