A radical re-structure is what's needed with all clubs funded if needs be by the parent dual reg club or re-distribution of SKY/RFL funding to put adequate youth or reserve structures in place to strengthen clubs. For SL clubs to only run with U19's as back up tells the story that they've sunk all ( and probably more ) of their playing staff budgets into the 1st team squad.
Just another one of the reasons which is keeping me away from watching RL at pro level nowadays
