Neither did the NRL which is why there were several on debut at the start of the season. You've got to start somewhere and that's all that would happen over here.
That said I don't reckon anything to it. Last Saturday in the Storm V Titans game Ashley Klein reffed the first six turnovers as if he was the only official out there (contrary to previous explanations) and nobody even batted an eyelid.
Over here if we want to speed the game up we instruct the refs to blow the pea out of the whistle. That feeds through to the coaches who instruct the players to stop messing around which in turn cuts out the need to penalise. Job done. Over there they stick a second ref to shout behind the PTB.
On the plus side the refs workload is reduced on turnovers and at set scrums so fatigue is less of an issue and obviously the second pair of eyes like a roving on field touch judge should 'in theory' aid the decision making.
