This topic appears on pretty much every board, so I'll give you the standard answer.

What Leeds needs to do, is start investing in its academy. Start looking at bringing through your own home grown players rather than signing old pension hunting foreigners.

Its what Saints do.

If you start investing in your own Academy, then maybe you'll start getting successful like Saints.
