I note in today's times that lords are insisting on staging 2 test matches . This at the same time the cricket board are planning to reduce the number of 5 day test matches. With potentially 2 matches at lords 1 at the oval ,plus Birmingham, Manchester, and maybe Nottingham. Does not bode well for Leeds. So it looks like Leeds would have to make do with t 20 or one day matches. Would the revenue from these matches justify the cost of the ground developments. Highly unlikely.
They have two test matches now so no different. They wouldn't get 2 if their was only a 5 test series.

I never thought it right that both Lords & The Oval are guaranteed a test match each every summer. All grounds that meet the test ground standards should each get a equal share

Headingley seems to be the ground for when Asain countries such as Pakistan and Sri Lanka visit. The latter won't be too much of a money spinner compared to others. The introduction of this city based t20 competition is probably vital to the cricket side making a chunk of money.
From the rugby side I see the Union lot lost the first leg of their playoff last night and so look unlikely to gain promotion, that would've surely made the ground more money.
It's still at a relatively low level and has never come even close to covering the increased operating costs of being in the top flight. The presence or not of the union team is marginal to the stadium redevelopment. YCCC not being able to afford the rent costs of the redevelopment however... tricky.
