Hooper's late hit's could never be blown out of proportion just ask brandon costin and terry newton who both injured player's with late hit's but because no-one was seriousley injured when hooper did it he got away with it which imo doesn't make it right.!
Brandon Costin seriously injured Sean Long, but it wasn't particulary late, and not many Saints speccies held it against him.
Hooper's challanges were borderline and although he was penalised (debate raged as to whether or not he'd have been pinged in the NRL) he always tended to attack the main body of the kickers as opposed to the vunerable extremities. When it became clear the refs had tighened up on this ruling, he changed his style to attack the ball in a unionesque manner.
Terry Newton (if its the Long incident you're talking about) elbowed a guy in the face after he'd passed the ball.
