Not sure Croft does have the control, he's not Ivan Cleary. If Salford can't really afford to honour the contract he signed, he can either try to force them and stay there, or move to a much bigger/higher profile club on similar terms. This is why 7 years deals are silly and we've never seen it before.
If he can't agree with Leeds, then no other club in SL would stomach the transfer fee IMO. No NRL club wants him at the moment, most have better options than him already.
Agents and players are usually trying to maximise every penny of their careers, and I can understand why, but the best thing genuinely for all parties here does look to me like Croft to Leeds.
