Neither do I, I'm just saying that it creates problems in deciding what's a high tackle and what isn't.

When Burrow gets a hospital pass and out of the corner of his eye sees a big bloke coming at him very fast he's bound to take evasive action. If that action taken in the split second before impact results in a what would have been a legal chest high tackle becoming a head shot then whose fault is that?

Anything above the shoulder is high.
