I’m not sure of the rules here. It looks like we’ve effectively got Parcell off the books for 2020 - imagine if HKR stay up he’ll sign for them then. If not then then either another SL club or Aus maybe. However that would mean that we had no extra overseas spots available for 2019 technically, as Parcell is on loan but contracted to Leeds. If I’m reading this right, another overseas player would have to be shifted (properly) in order for us to add Sezer or any other overseas heritage player. This might be it for 2019.

That reading doesn't make sense. If it did you could sign 20 overseas players on loan and none would count on quota as they'd stay on the quota of their 'parent' clubs.

Surely the quota applies to whichever club holds the contract of employment? Or are the players registered with the loaning club and the quota works on that? Don't forget HKR couldn't move for Parcell until Vaivai had re-contracted to Toulouse first. So I think it is the contracting parties that count - and therefore I think we couldn't bring any more overseas players in without another swap deal or without somehow terminating the contract of an existing overseas player (so we pay Cuthbo off and he retires through injury, for example).
