Hock deserves what he's got.

What should the RFL and the clubs do?

Pick a club and walk in there unannounced on a Monday morning and test every player.

Let the word get out that will do it again and again and again. Maybe the same club, maybe a different on, maybe a different day.

What happens if a player is caught in possession of cocaine by the police. He hasn't taken it but it's on his person.
Would he get banned?
