There is not an actual review on-going. If there was you would / could have serious problems.

It is actually the period (3 months) where-upon a third party can raise a challenge to a planning consent under the Civil Procedure Rules part 54. The challenge has to be made against the process used to grant the planning (eg the right parties weren't consulted, etc) and not whether planning should have been granted or not.

Whilst I can understand not starting the works on site whilst the risk remains (although standard practise is for the Client to retain the risk and as Langtree / Saints / the Council got the planning rather than a contractor you would expect this to be the position here and for works to have started) I cannot for the life of me see why this would affect presentations to fans.

I would guess more likely is that final negotiations are on-going with the "preferred" contractor to wring the last bit of fat from the price and to negotiate away any clarifications that might have been part of the tenders submitted.


Are the works Birse have started on required to ve complete prior to commencement of the main building project (for access to the works)?

As for "small drill on-site" very un-likely to be a piling rig as you would have had the installation of a piling mat first. More likely to be ground investigations required to discharge one of the pre-start planning conditions. I would guess you'd be looking at about 3 to 4 weeks for the report to be issued and then another week or two to produce and negotiate/agree the report required by the planners for condition discharge before groundworks can start on-site.

Did I state I was being an expert? my response was to some who felt the work would start March on the ground, which I felt at the earliest would be April, but going by current progress who knows May or June?

I heard the 15th of March was when things would kick off, (from a Solicitor) Sadfish looks to have had info similar, now the 15th has been stated in the Reporter, its looking close to take off.

No way any proper building machines will be on that site before April. No way a game will be played before August 1st 2011.

I think it's you that needs to calm down! - I stand by at the time I was being realistic with an April start, but sadly it looks as it will go back even further now!

This is a forum! I will always state my honest opinions. I think you should be saying someone needs to start "digging" quickly, though on the new stadium and Hope that it does not mean more home games being played outside the town. :)

I don't dispute that, but there's no shame in revising those opinions when someone with more knowledge comes along and provides more information. You thought that April was a realistic time to start, others with more knowledge of the business have stated that it wasn't, accept it and move on.

Oh, and I'm glad someone noticed my repartee ;)
