I think that what happens is this, although I may be wrong.
Only the top 25 players wages are counted for salary cap purposes. However if a player from outside those 25, makes a number of first team appearances (I'm not sure how many) then this salary is counted in the clubs salary cap allocation.
Maybe this is what St. Dave is eluding to, or maybe Armstrong does have a clause in his contract that takes him up to the next salary band if he plays 5 first team games or more.
