Depends if the RFL just want the whole sorry mess resolved. It's dragged on for eons now. The publicity is bad for the game. They may well look the other way.

Then again they may decide to let one of the other bidders come in despite none of them having enough money, see us limp on, get relegated and then go into liquidation in the close season.

Not quite sure she needs an income stream, as SL clubs should be run to be self sustaining.

What she may require is an account with "X" amount in to prove she can run the debts for a period of time.

A Euro millions lottery winner will not have an income stream, but I wouldn't imaging the RFL would put a stop to someone in this bracket owning a club

The administrator has a legal responsibility to opt for the bid which offers the best deal for the creditors. Last time his decision was that Bulls 2014's bid fulfilled that reponsibility. The conditions imposed by the RL made 2014 withdraw.
All the signs are that Mrs K's bid will meet his criteria but we cannot know for certain as quite properly we do not have access to figures. If Wilson chooses Mrs K I cannot see her withdrawing a la Bulls 2014.
So if the RL try to stop a takeover by Mrs K they have to rely on either the"fit and proper person" test or try to make out a case that there is a " conflict of interest".
If they do try to prevent Mrs K by these means, everything I've seen of the Koukash approach to life and business suggests to me the family will fight tooth and nail. Quite right too.

Equally the administrator might have a case that the RFL has prevented him from fulfilling his legal responsibilities to gain the best deal for the creditors.
So if Marwan and Mandy's confidence in their bid is not misplaced and the administrator chooses them I really don't see the RL opting to go into combat with them.
