Actually, unless the conditions were changed when the RFL took over the lease, they can't.
Remember, the council didn't want it falling into the wrong hands and one of the, well publicised in the T&A at the time of originally taking it out, conditions of the 'head' lease is that Bradford Bulls should play the majority of their home games there or forfeit the lease. IIRC, it also calls for a repayment of a proportional part of the 'Odsal settlement' money [which bankrolled our period of success and was spent before CC left], though, since they were the same entity at the time, I'm not sure whether it's down to the club or to the leaseholder to pay up.
I think it may be more accurate to say the RFL can do, pretty much, whatever they like with the ground as long as it remains the home of the Bulls.
