I wonder if pie.warrior has it nailed and the RFL 'couldn't' give it to Mandy K because that would mean they lost control and so other reasons have been found. This is all speculation you understand.
Despite Mandy saying she thought it had nothing to do with the RFL it's all down to them. The outstanding £177k is all their fault too no doubt.
