Who's the second bid?

I thought it was Green, but there's an exchange on his Twitter where someone said the concern was that he'd bid and his response was to ask what the problem would have been if he had. Which suggests he hasn't.

The Koukash bid was rejected to leave a two horse race.

The BCFC people have said they're a last resort.

So who's the remaining second placed bid? PA and Wiley?
