I would think the justification would be that it is those parties pulling out rather than the RFL stopping the purchase.
I dont think the RFL are saying you can't sell to this person because it dont think the administrator would care about what the RFL said, simply that if the business were to be sold to this person then the club would not be allowed to participate in an RFL competition, that person then pulls out because there isnt any value in the Bulls if they arent an RL club.
