If all trade creditors inc hmrc are paid or others come to an arrangement on similar terms eg Bradford Council then a minimum points deduction would seem to be fair, ignoring hearsay about relegation. why ignore whatever Green and OK are still "owed"? Well Green put the rest of the creditors at risk to secure the payout he has received, OK was prepared to write his £900k down to a fraction in the price agreed with Moore and Whitcut, and is pursuing payment for that in a private action against them, not the club. So it hardly seems fair for the RFL to insist that he privately gets paid by them and also to be paid for the £900k he did not want back. Because if they do insist on that, then to ensure equality of financial treatment, theres going to be a lot of clubs paying substantial amounts back to current and ex owners that they didnt want back.
