Why would 'he' continue to ratify men without the necessary levers to maximise the chances of success going forward, if indeed he was pulling the strings with good intentions?
I can see why if 'he' was doing so without good intentions, but I'm unsure what 'he' stands to gain from it? What would 'he' stand to gain from this club going out of business and ceasing to exist?

Thank you for clarifying your query. We can seek to answer as follows:
1) It is alleged that 'he', despite statements and assertions to the contrary, has never acted with good intentions in respect of the Bulls or Odsal. It can be further alleged based on the current facts available that 'he' may also be acting with selfish intent and/or greed as may have others.
2) It is alleged that 'he' c/o his former employer always intended for the Bulls to become the shambles that it has become over recent years in order to ultimately come to a mutually convenient arrangement with others to maximise the development potential of Odsal and in doing so seek to take full advantage of the clause in the stadium's head lease which meant that RL would no longer have to be played at the ground post mid 2019.
3) It is further alleged that Chalmers was conveniently introduced in early 2017 by 'him' c/o the RFL in order to ensure that the club left Odsal immediately post season end 2019, which they have done. It can be argued that despite the fake news and figures put out by AC in the T&A, there was no real justification or need for the Bulls to have left Odsal. If the RFL had even come close to honouring their repair and maintenance obligation in the Odsal head lease (or at least the spirit thereof) then the stadium would have remained fit for purpose for use as a RL venue to the present day and far beyond. It was not the Bulls responsibility to 'look after' Odsal. Moreover, it should go without saying that if the lease covenant re playing RL at the stadium were to become redundant in say the year 2070 then the need to get the Bulls out of Odsal would in reality have never arisen, at least not in 'his' lifetime.
4) What would 'he' - the instigator - and the RFL et al stand to gain from the above alleged dastardly plot? Simple; it is alleged that it is money in the form of for example a finders fee from a developer who could seek to maximise Odsal's development potential in particular with the alleged assistance of the planning community and related BMDC unelected officials. For the avoidance of doubt no accusations can be cited in respect of BMDC's Leader and elected officers.
5) Despite it appearing to be self-evident what has been going on, can the above be proven, if need be, in a court of law? Moreover, haven't the RFL Board of Directors ever queried what the hell has been going on in this regard, and in particular in respect of three embarrassing and dramatically failed owner incarnations from 2014 to 2019 resulting in circa £4M in unpaid and largely unrecoverable debts. That is without doubt an absolute disgrace, and in any normal sport's governing body heads would surely have had to roll.
The evidence to prove the above is being gathered, and adequate and definitive proof is close to hand as persons continue to work on it, ask questions and conclude investigations. If anybody has any related evidence or contact names, or other whistleblowers from within the RFL (inc former employees some of whom are now with Super League Europe), to put forward in this regard please do not hesitate to send us a private message (PM) on this site. In order to protect you for legal reasons please mark any such message as being 'Private & Confidential'.
Notwithstanding the above there is of course a possibility that the aforementioned and related allegations may lack merit, and that all informants etc in respect of this issue may have been mistaken.
