There are 28 top flight professional clubs in RL and it is they, not their governing bodies that "run the game". For this reason, every penny or cent is fought for and the amount spent on "development" or "expansion" is minimal. Until the RLIF take control of the game and dictate policy in tern to the 2 comps, then International RL will be ignored, the crowds won't bother and the game will stay within its limited confines.
Personally, I'd like to see 20% of all the TV money from both comps handed to the RLIF, players contracts drawn up that insist they must be released for internationals, a "set in stone" International calendar, with TV rights controlled by the RLIF and serious financial penalties to clubs who don't play ball.
