If you want to be pedantic I suppose it could be nationalist, being french is not a race. Call him a bigot or a xenophobe and technically you are probably correct.

I lived in France for 3 years, as a culture they are emotional and could be described as hot-tempered. There are also generalisations you could make about the English and most other nationalities across the world.

You've over reacted there IMO.

I think that it is OK to attribute cultural tendencies to a nation, as long as they are not too negative. If Michael Stephenson had said that Eloi Pelissier was a "vicious man like most French people are," then it would have been racist, but while "hot tempered" is a bit more negative generalisation than "volatile" or "easy going," it is not as outright negative as "greedy," "vicious" or "lazy." So I would say it was a bit of an overgeneralisation about the French but not too negative so not obviously racist.

BTW it is OK to attribute character traits to an entire nation, so long as you qualify it with "most" rather than "all," and so long as you have a basis for it.

e.g. "Most Australians are easy going."
"Most Americans, especially middle class and upper middle class Americans, are very competitive."
"Most Germans are very rule governed and precise,"
"Most Italians behave in a way opposite to Germans, namely they often disregard the rules and are imprecise."

I think they are correct generalisations, and even if disproven by sophisticated academic studies, are not obviously racist or xenophobic.

Also there is no such thing as an American race, an Australian race, a British race, or a French race, and hasn't been so for a log time. Therefore I agree with the poster who said xenophobic is the right word for false generalisations about another nationality.
