There is a definite crack down on players trying to milk penalties (sarginson falling over because he had a hand on him would have won a penalty last year) it looks like the emphasis is finally going to be on the attacker to look after the ball.

The problem is they are not policing it. Why announce a rule change and then just ignore it.
Watched two games on TV and while some players are actually touching the ball or at least making an attempt to touch the ball still far too many players are just rolling it back.
Either the refs have been told to ignore it which seems ridiculous when a new rule has only just been implemented or we just have weak refs who are too frightened blow for infringements incase it upsets people.
Seems to me they announced a crackdown and then told the players not to worry about it as it won't really come into play.
