I agree that in general I thought Richard Lewis was good but even then he didn’t manage to get licensing done properly.

I never actually never knew this was a thing in the NRL. Certainly does give the bottom half teams a bigger chance of glory.

This is a problem I have mentioned before. Until we see the top players in SL willing to join the bottom clubs it's gonna be hard to change things.

Top players in the NRL will join lower end clubs if the money is right.

I know it's easy to say when you are already in SL, and my team aren't exactly a shining example, but Franchising is the only way to go for me.
It answers every problem except how to get the lower leagues an opportunity to grow.

That question is a money question. The promotion and relegation thing just isn't the way for a small sport like ours.
I'd make the lower league competition a good money winning target, so that it helps them build, but not just promote on the league table.

Totally agree, have decisions would have to be made, but for the good of the sport.
