If were going to delve into history, then Brian Bevan outscores Offiah in number of tries scored and average tries per game.
However, it's difficult to compare one against the other as its apples and pears. Safe to say they were the best of their particular era.
Harder to say who the best winger currently is though.

I thought Holmes was a full back for the sharks who plays wing for Australia so as he’s not a winger then by default he can’t be the best in the world.

Carney isn’t far off with 63 tries in 62 games. Not quite as good in terms of games:tries ratio though.

Brian Beavn 796 tries in total in his career. Original inductee in the Rugby League Hall of Fame, and named in the Aussie Team of the Century in 2008 despite having played the vast majority of his career over here. A toothless bald spindly heavily bandaged ghost that destroyed defences week after week. THE greatest winger of all time.
