Because unlike other professional team sports like Football, Cricket and RU, Rugby League's international game is not that well established and so in order to get bums on seats we have to be flexible with rules on eligability in order for the fans to see the best players at the highest level.
In my opinion however, last year's World Cup showed there is a hunger for international Rugby League in countries apart from the "big three" and I think is being used as a catalyst to improve the creditability of the international game. On both sides of the world we have a promising European Nations Cup and Pacific Cup which have attracted sponsorship and TV coverage.
