I suggest going down and speaking direct to the contractors. Less red tape and may stick a hard hat on you and allow you to take it all in and perhaps give you a piece of turf if you ask nicely.

This is a nice idea but, from my experience, anyone looking to gain access to a site that is derelict, disused or being demolished is not greeted well.
Go in with groups of 2 or 3 (or 1 if you want to take that risk) after hours. There'll be plenty of entry points and nobody needs to know you've been in.
