How's this going to work then? Presumably if someone else is being brought in 'above' Lowes, as it were, then this new person will inevitably make changes, start to do things a bit differently, etc. in an attempt to put right our current failings.
Meanwhile, Lowes will have to stand there nodding and backing up his new superior, which will be a tacit admission that much of what he (Lowes) has been doing hasn't worked.
