That's my take on it, not every contract extension / signing needs to be pencilled in as a first team regular, to allow money to be spent on the likes of Vaughan / Dufty / Williams / Clark we need players who can cover many positions effectively at relatively low value in cap terms.
My ideal is that is covered by younger players in the system - but I don't think we are quite there with that yet, and I don't think it's as easy as saying 'just throw them in and give them a chance'. If you listen to Gary Chambers he'll talk about younger players being physically ready for SL before integrating them in. Whilst some players may well look ready for SL at 18 - Lucas Green for example, the club seem to be wanting to keep developing the players through college and university before they start to regularly give them gametime at 21. I get the impression the club think we are a couple of years away yet of being more self sustainable on that front - though that's just a feeling.
Of Russell, Mata'utia & Minikin, i'd imagine we'll wont to keep 2 - Minikin would be my preference to leave.
