Fury's record outside of his 2 wins (which were 4 years apart) is terrible... terrible! Who you beat in boxing is what matters first and foremost, everything else comes after.
The way he has come back has been superb, but that doesn't make his record any better. His 3rd best win is against a cruiserweight for God sake (which he had to cheat to win)
Sure, the quality of fighters in the division has been low in the last 20 years, but there's always other contenders.
As for the ring belt, if they want to give it to him that's up to them, but he has 1 win against one of their top 10 heavyweights, and hasn't beaten the guy with the other belts, so I don't put that achievement has high as you obviously do.
