I have got a speeding ticket through the post today for doing 69mph on the Lancs near Leigh.
I thought a dual carriageway was 70mph limit - is the Lancs different?
There are 60 signs when heading towards liverpool but im sure they are pretty new

Isn't the National Speed Limit being reduced to 50 on A roads unless stated? If as you say they're new it's probably the Highways Agency getting ready for the change.
The national speed limit for a dual carriageway is 70mph. That's why you have the 60mph signs on the Lancs because it's not national speed limit - most of it is 60mph. There's a stretch near Haydock island that's still 70, and that stretch in Salford that's 50 instead.
