I'd buy the RFL, kick out the frogs, the southerners and the welsh and form two leagues with traditional teams with 2 up 2 down each season. Call it RL division one and two and watch the crowds flock back to the game.

To be fair - with the odd exception - that is pretty much a description of the sport below "WWE Super Duper League"TM for the last few years.....and the crowds haven't exactly 'flooded back' !!
