Whether or not Thewlis was personally responsible for any of these issues is pretty irrelevant, he is responsible for line managing those who did. When an issue occurs within a government department that causes scandal it's the minister that gets the chop (and i'm sure the minion responsible but that is never published). By the same token Thewlis should have gone long ago for allowing mismanagement underneath him. That's what comes with being the man at the top. Maybe he will get the chop if we go down, but i doubt it, he does seem pretty bulletproof, and i agree that unless changes from top down occur very little will change at the giants.
