I don't know. ATEOTD, the RFL are the governing body for the game in this country, they should make the decsions that they feel would push the game forward. The clubs will only ever vote for something that is beneficial to them. Yes, obviously they should have some influence but the final decsion should rest with the RFL.

| Take the RFL completely out of the running of Super League (Europe) and have an independent CEO and management board (in the same way Prem football and the RU Prem have) and we might get somewhere.
Time and again the RFL have been shown to be completely incompetent.

As for the RFL running the place without the clubs having a vote, the thought of Messrs Wood, Rimmer & Solly under the influence of Gary Hetherington having the last word on all things RL is too awful to contemplate.
What's in place now is far from ideal but it's better then the RFL having a monopoly on all decisions made.
I never liked the Marquee Player idea anyway. A club can bring in any highly paid mercenary from Aus or NZ and make him their Marquee Player.
The direction they should go in IMO if there is to be a salary cap exemption is it to apply to home grown players or as they are now know Club Trained.
That would cover the likes of the Tomkins brothers, Burgess brothers, Graham, Mossop, Cooper etc as they were products of their respective youth structures and were all club trained.

From next season only the first 100k of a club trained players salary will count on the cap. I think the player will have to been at the club for at least 3 seasons before he's 21.

You would soon see the shocking administrators at most clubs given the boot and the jobs for the boys mentality drop and credible business people recruited to form strong commercial backroom teams.
The clubs need insentivising to be more commercial and make a business plan for future growth.

This is a step in the right direction IMO, as it at least gives clubs the opportunity to keep hold of players they have developed themselves. At this stage this is the most important aspect IMO, it won't solve all the problems, but it at least gives clubs the chance to match the salary that is being offerred by NRL or RU.

I would expect Nigel Wood will be sat across three couches asking for a commode as he contemplates his inferior Yorkshire teams being marginalised.

I wonder who these people might be - and how do you judge?
Perhaps we could try the FAs "Fit and Proper Person Test" because that seems to have worked well.
