They got sick of not being able to beat the 5th placed south american team so they wrangled a way of making it easier for them to qualify for the world cup.

That's complete bollox IMO.

Hosting a major tournament always gives the host a great boost, their fans get right behind the team and they always provide a couple of shocks.
