He wasn't though, he spent three and a half years at Liverpool and was exceptionally good for about three of them. Find any striker in the world, give them persistent injuries for two years running and you'd see a drop in their form too, but there's no doubting how good he was when he managed to get games under his belt.
Also, saying he wasn't one of the best is absolute madness. Torres had everything a '9' needed, he had pace, strength, ability to shoot and head, combined with things like movement, skill and work rate. When he and Gerrard managed to get fit together, they were arguably the best forward partnership in the league, considering we never had much offensively (Riera, Kuyt, Babel etc.) we still managed to compete with sides that possessed greater depth than us.
IMO, Suarez and Torres are completely different players. Suarez will probably torment a defence more, will probably get more assists and be in possession more, but he won't physically bully a defender and it's hard to see him scoring 30+ goals a season for us with him being so involved creatively. From what I've seen of both in their career, if I was to have a player at their best, it would probably be Torres as he could destroy sides on his own and was near unstoppable. Suarez looks an excellent player, but express pace combined with brains, strength and finishing ability is just about the most lethal combination a striker can have.
