It's clearly newspaper garbage, but I'd wager it's being fed to them by the club. They are just feeding snippets of faux-insider gossip to selected journalists who then believe they are in the inner circle. That way the clubs on the receiving end of their offers don't just laugh and triple the price. They are trying to persuade Swansea that they are lucky to get £12m due to signing over 23s not being company policy. If they came out and expressed their interest and said they were backing Rodgers with another £40 this summer, Swansea would just ask for £20m.
