Probably, to elaborate though there's the top 4 (or 3+1 as it seems to be becoming), maybe Villa, Everton, Spurs and Man City who are delighted to make the UEFA Cup (then sack it off) while the rest of the league just seem to be happy to stay up.

I don't have the inside track on the finances at Arsenal, maybe they haven't got the money to spend to build a squad to challenge more, but I can't see this current status quo changing for a while, however many millions Man City might try and spend to change it.

Steve Bruce practically admitted that Wigan sacked the season off once it became obvious they had stayed and it seems half the clubs in the league are happy with that and that alone.

I was saying the same thing to a bloke last week...
Arsenal should have splashed the cash and gone for a top quality Defensive Midfielder like Anatoliy Tymoschuk but he's joining Bayern München in the summer...
