Not sure that the FA can be blamed for making a succesful appeal. Should Rooney be required to miss an extra game over and above what is deemed "right" and be deprived of the right to play in England's final Euro game just because the FA are expected to set an example? Do England players lose the right to appeal against unfair punishments?
The problem is the FA's dual role in governing the game and acting as "owner" of the England team. They should make national teams independent of the governing body (to the extent that clubs are) to avoid the obvious conflicts of interest.
