Depends, really. The league is rapidly improving and Bayern have had a poor season, resulting in things looking a little different at the top. However, I don't think Dortmund, Leverkusen or Bayern could finish in the top 4 in England, whilst they'd also struggle to do so in Spain. If you judge a league entirely on the amount of top sides in it, the best league is England or Spain. If you judge a league on its potential and include things like stadiums, it's the Bundesliga.
I think the biggest problem in England this year has been the lack of the 'star factor'. In years gone by, it's always been about the likes of Rooney, Ronaldo, Lampard, Drogba, Fabregas, Torres, Gerrard and, more recently, Tevez, but, out of those listed, only Tevez has had a season matching his status. For varying reasons, maybe it's the world cup hangover, but the lack of outstanding individuals has definitely added to the 'league is weaker' mentality. I think next season will be much better with the lack of international tournament clogging up pre-season, whilst I think the big sides will spend vast amounts to improve.
