The biggest problem for QPR, in my opinion, is that they've already seen the fallout over West Ham doing this. West Ham were the first side punished over this, so there was an element of it being a bit of an unknown what would happen. West Ham could claim innocence or naiveté. But QPR know that it was wrong because of what happened to West Ham and they've gone and done it anyway.
QPR might get away with this because they don't have a big enough profile, but they could also suffer because their owners are so rich a fine will be regarded as meaningless.
