Guessing, but European sides won't travel to Brazil to play them. So Brazil have to play games in Europe and London has good transport links with Brazil and the rest of Europe.
Arsenal have a new stadium that they have to pay for, and having Brazil use the ground as their European base is good for Brazil and good for Arsenal.
Don't know how many Europe-based players Brazil have, but that may be an issue too.
And bear in mind how cosmopolitan London is, there is a fantastic Brazillian community there.

I don't get the point behind protesting when it comes to Man Utd. This isn't a dig at anyone personally or the fact that you are trying to do something etc i just think it's all pointless with such a big 'fan'base.
At the end of the day, with Man Utd in the battle for their 4th successive (?) championship/the one that will overtake Liverpool and a CL semi on the horizon, Old Trafford is never going to have an attendance less than 65,000, if that, really. The local chumps in the streets in the country will still but their shirt from JJB and watch MOTD on a saturday night etc. All the people being interviewed on SSN saying stuff against the Glazers are outside the stadium having probably just been in the club shop. Even all the people with the green and yellow stuff are still going to games. I genuinly fail to see at what point Glazer will even begin to care less about people opinions. He'll surly only sell when he wants, gets bored, or get a silly offer he can't refuse (which, if one of these offers is from individual Man Utd fans together then fair play to you). He's already seen his 'body double' burnt on a bonfire etc, i think he's past the point of not knowing a lot of people hate him so words and media coverage doesn't help the situation in that respect. The only way he's going to go is if he gets A LOT of money from one person/an organisation, so whatever 99% Man Utd fans do, it's going to have sod all to do with them. The most annoying part is that if Glazer sells, all Man Utd fans are going to claim it as a 'victory' for themselves and a 'well done for sticking together' but that just isnt the case, is it? All this hysterica about 'by 2017 Man Utd will be in the championship and be on the brink' is tosh isn't it really. Whoever owns Man Utd, that club will still have 50% of the footballing supporting nation 'supporting' them, they'll always be a top 4 team, and they'll always get crowds of over 65,000, and they'll alway be run by 3-4 individuals, however 'in touch' with the fans they claim to be.
