You can of course win without an absolutely elite QB however to do so you need to have virtually all the other pieces in place and a very good team around them. He had that in San Fran. He won't have that in KC. He isn't a good enough QB to paper over his teams cracks.
He is a step up from Cassell but that is it. They'll win more games but ultimately do nothing.
I think you're spot on with regards to his ceiling. I think the Chiefs have more talent than people think though, just need somebody to put it all together. I'd say he hasn't met expectations of a number 1 pick but to be classed as a bust you'd have to be in the same boat with Rick Mirer, Ryan Leaf, Akili Smith, David Carr, Jamarcus Russell, Jimmy Clausen, Brady Quinn, Matt Leinart, Vince Young, Mark Sanchez* etc. All these have been highly touted and have amounted to nothing, I think Smith has been better than all of these and is still a starting quarterback in the league after eight years. It get's magnified due to the best qb in the league coming out of the same draft.
*will give him a little plass due to 2 AFC championship games but he is awful now.
